The
Charlotte Fire Department Special Population Database was started in the
1980s by Benny Warwick to help Communications keep track of the addresses
where people with special needs reside. It started as just a couple
of index cards in a box near the dispatcher, but today has grown into a
database with over 500 addresses of Charlotte residents with special
disabilities list in CAD (The Fire Dept's Dispatch System). |

The Special Population Database is now information immediately available upon dispatch. "So what happens if we get a call to respond to an address and the resident is in the database?" It will automatically notify the dispatcher so they can pass the information on to the responding FFs.
Who Qualifies for this service? Not everyone qualifies for the program. Only individuals that would be unable for any reason to leave their home unassisted in case of an emergency should be included in the database. This would include persons that are deaf, blind, or nonambulatory, such as infants or children with handicaps.
